Minutes of the Special Council Meeting

December 10, 2003

City Hall Annex Building, 186 Branham Way

Mayor Sullivan called the meeting to order at 10:00am with the following Council members present: Sam Beichler, Sid Griffin, Ralph Lutes, and Larry Porter.

Also present were City Clerk Christi Franklin, Utility Superintendent Ronnie Fick, Police Chief Leo Oliver, Sergeant Roy Daugherty and Paul Combs from Paul Combs and Associates.

Christi Franklin introduced Paul Combs.

The Council discussed the current employee pay scale and the following options to change the pay scale:

• Merit pay versus across the board raises.
• The City’s current performance evaluation method and other alternatives.
• Longevity pay (dollar amount for number of years worked or dollar amount for number of months worked, possibly paid in December each year and would be budgeted in salaries).
• Market survey of salaries and benefits of other businesses in the area. 
• Certifications and the rank or status of the employees within each department.
• Other benefits:

ü      Having a maximum on sick leave is only benefiting the newer employees.

ü      The CERS program allows the employer to buy back the sick time for employees at a fraction of the actual cost of sick time.

ü      Employee recognition.

The Council recommended that the supervisors meet, hash out the issues, and present a draft pay scale to the Council within 30 days.
