Minutes of the Regular Council Meeting
March 12, 2007
City Hall Annex Building, 186 Branham Way
Mayor Calhoun called the meeting to order at 6:30pm with the following Council members present: Lloyd Dooley, Greg Gentry, Gary Lawson, Emily Rucker, Brent Wheeler and Barry Armstrong.
Also present were Administrative Assistant, Dawn Fick, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, Police Chief Rodney Hockenbury and City Attorney Jim Winchell.
Destiny Griffin led the Pledge of Allegiance.
Mayor Calhoun asked those present to take a moment to reflect according to their own beliefs.
Mayor Calhoun Recognized the students from Bullitt East Political Science Class, as well as the cadets.
Minutes
Dawn Fick read the minutes of the February 26, 2007 Regular Council Meeting. Brent Wheeler made a motion to approve the minutes as written. Gary Lawson seconded the motion. Motion carried.
Dawn Fick read the minutes of the Special Council Meeting held on March 1, 2007. Barry Armstrong made a motion to approve the minutes as written, Emily Rucker seconded the motion. Motion carried.
Budget Amendment – Municipal Road Aid
First Reading
Jim Winchell held the first Reading on the Ordinance amending the City of Mt Washington Annual Budget for the fiscal year July 1, 2006 through June 30, 2007. Discussion followed. Barry made a motion to accept the first reading as read, Emily Rucker seconded the motion. Motion carried by a roll call vote.
Police Report
Chief Rodney Hockenbury presented the Police Report for February 2007. He stated that Hwy 44 is the most dangerous roadway in the City of Mt. Washington.
Ordinances-Rezoning Nell Porter
First Reading
The Council held first reading of an ordinance adopting or rejecting a rezoning of R-1 Residential to B-2 Central business on the Nell Porter Property, 1 acre more or less, at the northwest intersection of Highway 44 E and Fisher Lane.
Alcoholic Beverage Control Officer
Mayor Calhoun recommended Melvin Davis as the city’s new Alcoholic Beverage Control Officer. Barry Armstrong made a motion to accept Melvin Davis as the new Alcoholic Beverage Control Officer, Brent Wheeler seconded the motion. Motion carried.
Oath of Office
Peggy Brinkman preformed the oath of office swearing in Melvin Davis as the new Alcoholic Beverage Control Officer.
Promotions
MWPD
Chief Hockenbury recognized the officers that were promoted to higher ranks in the Mt. Washington Police Departments.
Retirements
Chief Hockenbury announced the two officers that retired from the City of Mt. Washington Police Department.
Outgoing Council & Mayor
Mayor Calhoun presented a plaque to the outgoing Council for their years of service to the City of Mt. Washington.
Proclamation
Mayor Calhoun presented the Proclamation for Professional Land Surveyor’s Week. Brent Wheeler made a motion to accept the proclamation, Emily Rucker seconded the motion. Motion carried.
Report from Council
Brent Wheeler thanked Judge Melanie Roberts for attending the City’s Council Meeting. Barry Armstrong thanked Ralph Lutes and Sid Griffin for the good work and deeds they gave to the City of Mt. Washington through their years of service.
Resolution
Dave Derrick read a Resolution of the City of Mt. Washington City Council Authorizing the filing of U.S. Environmental Protection Agency Grant Application. Discussion followed. Barry Armstrong made a motion to accept the Resolution. Lloyd Dooley Seconded the motion. Motion carried by a roll call vote.
Mayor’s Report
Mayor Calhoun reported that Ruth Chowning who is in charge of Mt. Washington Operation Bright and Beautiful which is also a Sub Committee of Bullitt County Beautification Project, has been cleaning up along Hwy 44E and the Bypass, particularly around by the cemetery. Next scheduled day for cleaning is April 14, 2007 and April 28, 2007 from 9:00am to 12:00pm. Mayor Calhoun encouraged anyone interested in helping with this project to let her know.
Mayor Calhoun provided information to the Council on cost associated with comparison, for the Water and Sewer bills mailed by post cards verses the way they are currently mailed. Mayor Calhoun believes we can save approximately $18,423.72 if we go back to the post cards. Mayor Calhoun also stated we can save an additional amount if we note on the cards that there will be no follow up bill. The mayor also would like to see the Ordinance pertaining to the water bill revised to reflect the correct procedures. Brent Wheeler will sponsor the new ordinance.
Mayor Calhoun stated that our Adult Entertainment Ordinance is too vague. The mayor would like to have the ordinance clarified in case someone would want to move in our community. The mayor supplied information received from Jim Winchell for the council to review for future recommendations to revise the City’s current Ordinance on Adult Entertainment. The council will further review this information for another two weeks.
Executive Session
Brent Wheeler made a motion to enter into executive Session at 7:18pm in accordance with KRS: 61810 for the purpose of sale of property. Greg Gentry seconded the motion. Motion carried by a roll call vote.
Reconvene
Brent Wheeler made a motion to reconvene at 8:02pm. Emily Rucker seconded the motion. Motion carried by a roll call vote.
Jim Winchell reported that council and mayor discussed possible sale of real estate, no final action was taken as a result of executive session.
Adjourn
Emily Rucker made a motion to adjourn at 8:03pm. Gary Lawson seconded the motion. Motion carried.
