Minutes of the Regularly Scheduled Council Meeting
October 27, 2003
City Hall Annex Building, 186 Branham Way
The meeting was called to order at 6:30 p.m. with the following Council members present: Sam Beichler, Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes, and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick, City Engineer Dave Derrick and City Attorney Rodney Burress.
Brother Van Morris from the Calvary Christian Center gave the invocation and led the pledge of Allegiance.
Mayor Sullivan welcomed the students from a senior political science class and Boy Scout Troop 100 who are working on their Citizens in the Community Badge.
Judge Matt Baker introduced himself as the incumbent candidate for the Kentucky Court of Appeals, second appellate district.
Minutes
Larry Porter made a motion to accept the minutes of the October 13, 2003 meeting as corrected. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote. Joetta Calhoun made a motion to accept the minutes of the October 22, 2003 meeting as corrected. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
Treasurer’s Report
Peggy Brinkman gave the treasurer’s report for September 2003. Joetta Calhoun made a motion to accept the treasurer’s report. Lloyd Dooley seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
The Council held second reading of an ordinance amending the City of Mt. Washington budget for the 2003/2004 fiscal year. Sid Griffin made a motion to pass the ordinance amending the City of Mt. Washington budget for the 2003/2004 fiscal year. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
The Council held second reading of an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning and Zoning Commission to rezone a 100’ x 210’ lot located at 10335 Highway 44E, docket number 2003Z – 40 for Byron and Tammy Harlow. Sam Beichler made a motion to pass the ordinance adopting the recommendation of the Bullitt County Joint Planning and Zoning Commission to rezone a 100’ x 210’ lot located at 10335 Highway 44E, docket number 2003Z – 40 for Byron and Tammy Harlow. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
The Council held second reading of an ordinance amending Ordinance No. 03-13 (Alcoholic Beverage Control Ordinance). Sam Beichler made a motion to pass the ordinance amending Ordinance No. 03-13. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
Mayor’s Report
Mayor Sullivan announced the reinstatement of the DARE program. It has been determined that the City currently has sufficient funding for this program, and the program will be administered by a trained police officer who will also continue to perform the regular duties of a police officer. At this time, funding is not available for the G.R.E.A.T. program.
Guests to Address the Council
David Floyd, representing Bullitt Eldercare, announced plans to build an assisted living facility behind the Woodlake subdivision. He asked for support and discussed the proposed facility. Discussion followed.
Brother Van Morris from the Calvary Christian Center discussed a new community ministry program. He asked the Mayor and City Council to think about and discuss the needs of the community. This program will be designed to help those in the community that do not have enough man power to complete a project. Discussion followed.
Report from the Council
Ronnie Fick stated that street signs will be ordered a few at a time.
Lloyd Dooley addressed possible water leaks on Burlwood Circle. Ronnie stated that that area has quite a few springs. He also addressed the school traffic at Bullitt East and asked if the Police Department can help. Lt. Col. Smith stated that he has directed traffic at this location in the past, and it has made it worse because the cars don’t have anywhere to go. Approximately 80% of the traffic is parents driving their children to school.
Joetta Calhoun commended Mayor Sullivan for reinstating the DARE program.
Sid Griffin complimented the Police Department for their work on Lakeview.

There being no further business before the Council, Sid Griffin made a motion to adjourn the meeting at 7:30pm. Joetta Calhoun seconded the motion. Motion passed unanimously by a roll call vote.
