Minutes of the Regularly Scheduled Council Meeting
January 13, 2003
City Hall Annex Building, 186 Branham Way
6:30 p.m.
Mayor Frank Sullivan called the meeting to order at 6:30 p.m. with the following members present: Sam Beichler, Joetta Calhoun, Lloyd Dooley, Sid Griffin, Ralph Lutes, and Larry Porter.
The City Clerk, City Treasurer, City Utility Superintendent, City Engineer and City Attorney were also present.
The Color of Boy Scout Troop 333 led the pledge of Allegiance. Mike Bowen, Chaplin of Troop 333 introduced the members and leaders of Troop 333.
The invocation was given by Cathy Blanford, pastoral Associate of St. Francis Xavier.
Sid Griffin made a motion to accept the minutes of the December 9, 2002 meeting as read. Ralph Lutes seconded the motion. Motion passed. (Unan.)
Treasurer Peggy Brinkman gave the treasurers report. Ralph Lutes made a motion to accept the treasurers report. Lloyd Dooley seconded the motion. Motion passed. (Unan.)
Sam Beichler made a motion to accept Christi Franklin as City Clerk. Ralph Lutes seconded the motion. Motion passed. (Unan.)
Ralph Lutes made a motion to accept Peggy Brinkman as City Treasurer. Joetta Calhoun seconded the motion. Motion passed. (Unan.)
Joetta Calhoun made a motion to accept Resolution 03-01 relating to the office of the Mayor and Clerk regarding the execution of checks, drafts, financial statements with financial institutions. Larry Porter seconded the motion. Motion passed. (Unan.)
Sam Beichler made a motion to accept Resolution 03-02 regarding the relocation expense of electric utilities in the Mt. Washington Business Park. Lloyd Dooley seconded the motion. Motion passed. (Unan.)
Mayor Frank Sullivan proclaimed the month of January 2003 to be School Board Recognition Month.
Lisa Robertson, of 297 Winchester, addressed the Council regarding problems with sewer overflows on her street, the latest being December 19, 2002. She presented photos of the December overflow to the Council. In addition, she expressed concern regarding additional homes added to this sewer line, drainage problems and blasting due to the new section of development for Wilchar Estates. Mayor Frank Sullivan stated that the City approved the development but blasting is not reviewed by the City. City Engineer, Dave Derrick stated that the sewer overflow problems were corrected in October when a portion of this sewer line was replaced, and the overflow in December was due to an LG&E transformer failure. Ronnie Fick reported that a few infiltration problems on her street still need to be corrected. Regarding the additional homes on the sewer line, Dave Derrick said that the sewer line currently has 36 homes on it, and 42 will be added with the new section. The sewer line is capable of holding approximately 300 homes, therefore it is not at capacity. As long as the line is clear, the additional homes should not affect the sewer line. Addressing drainage, Dave Derrick
stated that the developer will be installing a detention basin, and this should control approximately 90% of the storm water.
Larry Stewart, Director of Bullitt County Disaster and Emergency Services addressed the Council regarding Mrs. Robertson’s sewer issues. Mrs. Robertson had previously contacted Emergency Services in Frankfort. Mr. Stewart felt that her concerns have been addressed by the Council.
During the Report from Council, Joetta Calhoun asked if the City should look into the possible re-classification of the City from fourth class to third class. Mayor Frank asked Sullivan City Attorney Joe Wantland to prepare a detailed report outlining the differences between third and fourth class cities.
Larry Porter asked the status of the guard rail lawsuit. Discussion followed. Sam Beichler made a motion to direct the City Attorney to move forward and acquire a trial date for the lawsuit. Sid Griffin seconded the motion. Motion passed. (Unan.)
Sam Beichler made a motion to enter into executive session at 7:43 p.m. to discuss property acquisition and sale and to invite new City Clerk, Christi Franklin into executive session. Ralph Lutes seconded the motion. Motion passed. (Unan.)
Sid Griffin made a motion to reconvene open session at 8:09 p.m. Joetta Calhoun seconded the motion. Motion passed. (Unan.)
No action was taken as a result of executive session.
There being no further business before the Council, Joetta Calhoun made a motion to adjourn the meeting. Larry Porter seconded the motion. Motion passed. (Unan.)
