Minutes of the Regularly Scheduled Council Meeting
July 10, 2006
City Hall Annex Building, 186 Branham Way
Mayor Sullivan called the meeting to order at 6:30pm with the following Council members present: Joetta Calhoun, Ed Hilbert, Ralph Lutes, Sid Griffin and Larry Porter.
Also present were City Clerk Christi Franklin, City Treasurer Peggy Brinkman, Utility Superintendent Ronnie Fick and City Attorney Jim Winchell.
Ralph Lutes gave the invocation and led the Pledge of Allegiance.
Minutes
Christi Franklin read the minutes of the June 26, 2006 Council meeting. Sid Griffin made a motion to accept the minutes as written. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote with the abstention going with the majority as follows:

Police Report
Chief Rodney Hockenbury presented the police report for June 2006.
Floyd’s Fork Park and Trail Project
Larry Porter made a motion to table the Floyd’s Fork Park and Trail project until the next meeting. Sid Griffin seconded the motion. Motion passed unanimously by a roll call vote.
Ordinances
The Council held second reading of an ordinance amending the City of Mt. Washington annual budget for the 2005/2006 fiscal year. Joetta Calhoun made a motion to pass the ordinance amending the City of Mt. Washington annual budget for the 2005/2006 fiscal year. Larry Porter seconded the motion. Motion passed unanimously by a roll call vote.
Sid Griffin introduced and the Council held first reading of an ordinance amending §155.05(C) relating to political signs. Discussion followed.
Joetta Calhoun introduced and the Council held first reading of an ordinance to adopt or reject the recommendation of the Bullitt County Joint Planning Commission to re-zone 26.9 acres, more or less (Docket No. 2006Z-22) known as the Oakbrooke Properties, LLC property under contract to purchase from Douglas and Doris Smith and is a portion of the property located at 340 N. 31E By-Pass.
Larry Porter introduced and the Council held first reading of an ordinance annexing .95 acres known as the Lisa M. Lyvers property located at 3129 Greenbriar Road. Sam Tinnell was present to answer questions from the Council.
Guests to Address Council
Darrell Vires representing the Salt River Masonic Lodge asked for clarification on the ordinance regulating fencing of dumpsters. He said this ordinance as written does not apply to a 501C (3). Mr. Vires discussed the use of the Lodge’s finances. Jim Winchell said the ordinance would not apply to churches or charitable organizations but can be amended if the Council so chooses. Discussion followed. Mayor Sullivan said several churches are erecting fences to be good neighbors but the Salt River Masonic Lodge is not required to. Discussion followed. Mr. Vires said the Lodge will erect the fence as a good neighbor but asked the City to pay to erect the flag pole for the memorial. Mayor Sullivan said the City will not pay for the flag pole.
Mayor’s Report
Mayor Sullivan discussed a letter of resignation from Melvin Davis as Homeland Security Director. Mayor Sullivan made a statement regarding his acceptance of the resignation with regrets and stated the lack of cooperation from the County as the reason for the resignation. Mayor Sullivan praised Mr. Davis for a job well done. Discussion followed.
Report from Council
Sid Griffin discussed the reasons he has not attended the Salt River Masonic Lodge meetings.

Sid Griffin made a motion to adjourn at 7:09pm. Ralph Lutes seconded the motion. Motion passed unanimously by a roll call vote.
