Minutes of the Regularly Scheduled Council Meeting
June 11, 2001
City Hall Annex Building, 186 Branham Way
6:30 p.m.


Mayor Ed Hilbert called the meeting to order at 6:30 p.m. with the following members present: Barry Armstrong, Sam Beichler, Sid Griffin, Ralph Lutes, Frank Sullivan, and Brent Wheeler.

The City Attorney, City Engineer, Utility Superintendent, and City Clerk were also present.

The invocation was given by Joe Vires.

Barry Armstrong made a motion to accept the minutes of the May 14, 2001 meeting as read. Sid Griffin seconded the motion. Motion passed. (Unan.)

Mayor Hilbert recognized David Eaton, Mayor of Shelbyville, Magistrate Eddie Bleemel, and Representative Larry Belcher. Mayor Eaton addressed the Council and audience. He will be running for the position of representative for part of Bullitt County. Eddie Bleemel also spoke to the Council and audience and announced that 24 hour ambulance service has been put into the County Budget for Mt. Washington and he's hopeful that it will be approved. The County will also be blacktopping next week. He was also asked about the recent court decision that removes Jerry Burke, Bullitt County Planning & Zoning Board Chairman, from the Board. Mr. Bleemel had no comment. Mr. Wantland, City Attorney, stated that there was discussion that the Judge may recant all action by Mr. Burke in the past from the time he was appointed. Mr. Wantland asked permission to send Judge Easton a brief stating that Mt. Washington is OK with the action by Mr. Burke as board chairman up to this point.

Barry Armstrong made a motion to authorize Mr. Wantland to write a brief to Judge Easton regarding Mr. Burke and actions taken by him as Bullitt County Planning & Zoning Board Chairman. Brent Wheeler seconded the motion. Motion passed. (Unan.)

The first reading was conducted on Ordinance 01-06 regarding enacting and adopting a supplement to the code of ordinances of the City of Mt. Washington.

The first reading was conducted on Ordinance 01-07 amending the ordinance governing the general licensing provisions for doing business in the City of Mt. Washington. The amendment stating anyone engaged in the rental of real property shall not be considered for this activity alone as engaging in any trade or business.

Delores Powell, of 134 Bradford Place Mt. Washington, addressed the Council about the land at the back of her property needing repair and grass seed. Audrey Luckett, of 146 Bradford Place, also commented about the need for repair and the trash along the fence line. Ronnie Fick stated this was private property, and that the did clean the fence line last year. Mayor Hilbert asked that Mr. Fick look into this problem again.

John St. Clair addressed the Council and asked if the City could look into restoring or replacing the Veterans Memorial in front of City Hall.

Frank Sullivan made a motion to look into restoring or replacing the Veterans Memorial at City Hall. Barry Armstrong seconded the motion. Motion passed. (Unan.)

Frank Sullivan made a motion to give permission to Doris Owen, president of the Bullitt County Genealogical Society, to straighten and place stones in the correct places at the Cemetery on Branham Way. Brent Wheeler seconded the motion. Motion passed. (Unan.)

Frank Sullivan made a motion to put an opening in the fence at the City Park along the Roger Mullins property. Barry Armstrong seconded the motion. Motion passed. (Unan.)

Announcements for two special Council meetings were made. The first special meeting is for a budget workshop on the June 13th at the City Annex Building and the second is a long term planning retreat on June 21st at the Paroquet Conference Center in Shepherdsville.

Barry Armstrong suggested the Council look at an ordinance similar to Shepherdsville and Elizabethtown regarding no masks in public places with the exception of Halloween during certain hours. The City attorney will draft an ordinance.

Ralph Lutes made a motion to approve two change orders related to the Sewer Belt Press project. change order #5 for $2,500. for additional paving and change order #6 for $2,640.41 for electric work on a control panel. Brent Wheeler seconded the motion. Motion passed. (Unan.)

Ed Hilbert mentioned a livestock ordinance due to a resident having a couple of cows and some goats in his barn in a residential zoning. City Attorney Joe Wantland asked for the name of the resident so he could proceed further. Mr. Hilbert also mentioned a Code Enforcement Board and asked the Council to consider members for the board.

Mr. Wantland mentioned a property he was asked to look into by the Mayor off of Hwy 44 where the building is abandoned and the grass has not been cut. This property is in the County but between the City limits. He will send the owner a letter and proceed with annexation of this property for our next meeting. There are three or four properties along Hwy 44 which are within the city limits that are not annexed into the City. Brent Wheeler stated that he would like to see these properties incorporated into the city limits in order make our City limits more uniform and not broken up with County properties in between.

Sam Beichler made a motion to enter into executive session to discuss property at 7:35 p.m. Ralph Lutes seconded the motion. Motion passed. (Unan.)

There being no further business before the Council, Frank Sullivan made a motion to adjourn the meeting. Brent Wheeler seconded the motion. Motion passed. (Unan.)
