Minutes of the Regular Council Meeting
August 9, 2010
Mayor Joetta Calhoun called the meeting to order at 6:30PM with the following council members present: Barry Armstrong, Shot Dooley, Dennis Griffin, Gary Lawson, Larry Porter and Dale Walter.
Also present were: City Clerk Kenneth Stovall, City Attorney Norman Lemme, Police Chief Roy Daugherty and City Engineer Dave Derrick.
Councilman Walter led the pledge of allegiance.
Mayor Calhoun asked those present to take a moment to reflect according to their beliefs.
Minutes
Councilman Lawson made a motion to accept the minutes of the July 26, 2010 regular council meeting as submitted. Councilman Porter seconded the motion. Motion carried unanimously.
Police Report
Police Chief Roy Daugherty gave the police report for the month of July 2010.
Ordinance
Second Reading
The second reading of an ordinance setting certain standards for competitive bidding for which Federal funds are used was held. Councilman Armstrong made a motion to pass the ordinance. Councilman Walter seconded the motion. Motion carried unanimously.
Second Reading
The second reading of an ordinance annexing 6 acres, more or less, known as adjoining tracts 1 & 2 located on Barbara Sue Lane and owned by James M and Barbara Sue Vincent was held. Councilman Dooley made a motion to pass the ordinance. Councilman Griffin seconded the motion. Motion carried unanimously by a roll call vote.
First Reading
The first reading of an ordinance amending a portion of human resources, wage allocation policy ordinance 04-10 Section II codified in 37.02 C was held.

The first reading of an ordinance amending a portion of human resources, employment policy ordinance 89-20 and codified in 37.01 (B) was held.
Sign-In-Sheet
Brent Wheeler introduced himself as the Democratic candidate for 2nd District Magistrate. He said he served 6 years on the Mt. Washington city council which inspired him to move forward to run for a countywide position. He stated he will always keep an open line of communication with the city. He said he will serve the 2nd District to the best of his ability.
Report from Council
-Councilman Griffin stated his concern about the condition of the basketball courts at the park. Mayor Calhoun said she had instructed Ronnie Fick to look into the problem. His recommendation was to seal the seams and repave the entire court with 1 inch of asphalt. He advised that this could be done for about $4,000 plus another $400 for restriping ($4,400 total) and would provide another six years of use. Mayor Calhoun said the money is currently available in the budget and would not require a budget amendment.
-Councilman Griffin asked about the fence to be installed on Snapp Street next to the Baptist Church. Mayor Calhoun said a 10 foot long and 5 foot high wrought iron fence with ¼ inch rods 4 inches apart will be placed in this location. She said the cost of this fence is $1,750 installed and could be completed soon.
-Councilman Dooley asked what has been done to clean up the abandon convenient store property at the corner of Bardstown Road and 1st Street. The City Attorney said the city’s code enforcement officer must issue a citation in order to have the process begin. The city can then proceed under the nuisance ordinance and take the owners to District Court if they do not comply.
-Councilman Armstrong advised that he had received calls about garbage being left overnight in dumpsters located at and owned by Absolute Hauling. Mayor Calhoun said that it is a violation to use this site as a transfer station; therefore, waste material cannot legally be held overnight. She said when a complaint is received regarding such a violation, the county, who has jurisdiction, is notified and they cite Absolute Hauling. The Mayor said she would have Ronnie Fick follow up.

There being no further business before the council, Councilman Armstrong made a motion to adjourn at 6:57PM. Councilman Griffin seconded the motion. Motion carried unanimously.
