Minutes of the Regularly Scheduled Council Meeting
October 22, 2001
City Hall Annex Building, 186 Branham Way
6:30 p.m.
Mayor Ed Hilbert called the meeting to order at 6:30 p.m. with the following
members present: Barry Armstrong, Sam Beichler, Sid Griffin, Ralph Lutes, Frank
Sullivan, and Brent Wheeler.
The City Attorney, City Engineer, Utility Superintendent, City Clerk, and City
Treasurer were also present.
The invocation was given by Stan Lowery of Pleasant Grove Baptist Church.
Sid Griffin made a motion to approve the October 4, 2001 meeting minutes as read
by Treasurer Kim Fell. Sam Beichler seconded the motion. Motion passed. (Unan.)
Frank Sullivan made a motion to approve the October 8, 2001 meeting minutes as
read by Treasurer Kim Fell. Ralph Lutes seconded the motion. Motion passed. (Unan.)
Treasurer Kim Fell read the treasurers report. Brent Wheeler made a motion to
accept the treasurers report. Barry Armstrong seconded the motion. Motion
passed. (Unan.)
The second reading was conducted on Ordinance 01-20. An ordinance levying
advalorum taxes and providing assessment equalization and collection. The
proposed 2001 real property tax rate is $.147 cents on each $100 of value and
$.149 cents on each $100 of value of all personal property taxable. Barry
Armstrong made a motion to adopt Ordinance 01-20. Frank Sullivan seconded the
motion. Motion passed. 5-1. Sid Griffin voting no.
The second reading was conducted on Ordinance 01-22 confirming annexation for
4.0 acres known as the Thompson Cabinet Property owned by Mr. Jack H. McIntosh.
Ralph Lutes made a motion to approve Ordinance 01-22. Brent Wheeler seconded the
motion. Motion passed. (Unan.)
The 1st reading was conducted on zoning amendment 2001Z-46 for Lindsay and Nancy
Wigginton on one acre more or less at 250 Bruce Clark Lane in the City of Mt.
Washington. The property is currently zoned R-1 Residential to be re-zoned to
B-2 Central Business. John Wigginton was present to answer any questions from
the Council. Sam Beichler asked where the main entrance to the property would
be. Mr. Beichler stated he would only agree to the rezoning as long as Bruce
Clark Lane was not used as a commercial entrance. Mr. Wigginton state the main
primary entrance would be from Village Lane.
Brent Wheeler went over the bid tabulation from the City Plaza project bid. TA
Industries was the low bid on the City Plaza project. The amount was $239,000.
with several alternates that may adjust the dollar amount up or down.
Brent Wheeler made a motion to accept the low bid of $239,000. from TA
Industries on the City Plaza project as long as all references check out. Sam
Beichler seconded the motion. Motion passed. (Unan.)
Sam Beichler made a motion to move the November 12th regular Council meeting to
Tuesday, November 13th due to the observance of the Veterans Day Holiday. City
Hall will be closed on the 12th. Ralph Lutes seconded the motion. Motion passed.

Barry Armstrong made a motion to cancel the December 24th meeting in observance
of the Christmas Holiday. Ralph Lutes seconded the motion. Motion passed. (Unan.)
Ralph Lutes made a motion to enter into executive session at 7:50 p.m. to
discuss possible litigation. Sam Beichler seconded the motion. Motion passed. (Unan.)
Sam Beichler made a motion to reconvene open session at 8:25 p.m. Sid Griffin
seconded the motion. Motion passed. (Unan.)
There was discussion about a development and some additional exits that need to
be included before approval by the City's engineer. No action is needed,
Engineer will discuss with developer.
There being no further business before the Council, Barry Armstrong made a
motion to adjourn the meeting. Sam Beichler seconded the motion. Motion passed.
